    They brought a character into the show to portray that exact role. Former cop turned independent investigator, I wonder if it was originally intended for her and they changed it slightly when it didn’t work out.

    That's a possibility. I hope that they give Cherry a little more to do, though; it's good to see my man Clark Johnson appearing as a series regular (I last saw him on The Wire!), but speaking as a Homicide: Life on the Street fan, I know he's capable of more.
