    To me, TSwift looks very uncomfortable in the picture. But, it's not clear if he's actually reaching underneath her skirt or just touching her ass through it. Regardless, I don't know why her legal team or TSwift would care if the public saw this picture; there's nothing of a debauched nature about it.
