Easiest way? Just use paint.

 

What are you using hend? PS or Gimp?

In gimp (which I moved to from photoshop and love)

ctlr+shft+n > ctrl+a > select menu on bar > choose "Border" about 3/4 of the way down > dialog pops up > choose number of pixels in width > OK > use bucket fill or gradient or whatever you want to fill your border.

If you use bucket to do it make sure to check "fill whole selection" instead of "similar colors". Easy as pie. I set up a macro to create my borders in 1 keystroke.

Gimp has a learning curve all it's own but once you get in the swing of it you can automate a whole lot of repetitive stuff like frames etc.

Unlike the several gigs of space needed for photoshop, Gimp takes up about 35 megs including the documentation. At least until you start adding plugins&filters&extensions&scripts but those things happen later, when you're ready to get wild with it. I'm about medium, with an install of 3000 or so brushes and plug-ins @ 280 megs. I haven't moved into extensions much as some of them are entire program suites unto themselves. (I have a couple easy to use ones). The scripts are pretty much a great way to automate things but unless you want to learn scripting
yourself, stick with the script-fu. There's a ton of great stuff available, and a good portion of photoshop's beneficial attributes are making they're way in. Minus Adobe's crap of course.
