What Toolz said, and also I often leave bits of background between the hair, copy to a new layer, and then zoom right into the photo to erase the unwanted leftover bits.

 

I take you use the pen tool, it's really the only accurate way to cut pics. Try using the largest pic possible and zoom it out to the max. You can then cut even a single hair making a path right through a single pixel.
Later on you can always refine more using the healing brush (1 to 3 px) in replace mode and/or a fine paint tool (select various colors from the hair). In this way I restore or add single hairs that were lost during cutting or blended in with the background. Afterwards I blur the single hairs a bit but only the single hairs.
I never blur the border between hair and background, only between skin/clothes etc and background.

Best thing however is to choose your pic carefully. If the hair-background is really light and/or dark you can just overlay the pic on the other and using one of the blending options (at your right on PS screen) like lighten, darken, screen etc...

Alot of course has to do with your painting skills. Toolz has great painting skills in my opinion and this wil make all the difference. If yours suck, you can work to improve them or ... just bash your head and rant about the talent you never got from birth and blame your father and/or mother, in no particular order.

OK ... A challenge (for me -- not for the PS experts here!): I love Natalie Portman (longer hair) and Josie Maran to start. Also Avril Lavigne and Nadia Nyce. I play drums, too. I'm an ass man and a pokie man. I like black into midnight blues into teals/aquas. Hellllp!!!
